Job Description

Summary: 
The Director is responsible for designing and implementing activities related to the human rights portfolio, through high-level contacts with representatives of governments, non-governmental organizations and international organizations, including the United Nations. The Director, in collaboration with the Senior Policy Advisor on Human Rights and Special Representative on Women and Girls (SPA/SR) and other responsible Carter Center staff, will be relied upon for in-depth analysis of international issues that impact on international and national human rights protection systems in order to guide the Center’s strategic direction and corresponding programs on human rights issues, including issues related to women and gender. The Director, Human Rights reports to the Vice President, Peace Programs.

The position will be responsible to strengthen, in consultation with other experts in the international human rights field and in collaboration with peace and health practitioners, the Center’s policy and agenda for the advancement and protection of human rights activities. The Director must maintain a contemporary understanding of the most pressing issues and be able to mobilize actions that are appropriate for immediate, medium, and long-term strategies. Additionally, drawing on the advice of the SPA/SR, the Director will be expected to reinforce the Center’s engagement on women’s rights issues.

The Director has the responsibility for managing the day-to-day staffing, operations, budgets, planning group meetings, annual conferences and related travel and activities associated with the Human Rights Program. Tasks include project development, implementation and management, proposal development, budget planning and tracking, project promotion, report production, and networking. The Director will liaise and collaborate closely with the SPA/SR as well as with the Design, Monitoring and Evaluation Advisor. The Director will supervise program staff, interns, and volunteers as needed.

Minimum Qualifications: The Director must be well accomplished in the field of international human rights.  Juris Doctor or Master’s degree in a relevant field and a minimum of ten years of program related experience in the field of international human rights are required.  The individual must have well-established relationships with high-level representatives of the U.S. and foreign governments, intergovernmental organizations, especially the United Nations, and international and local human rights defender non-governmental organizations. Proven strong leadership and management skills, including solid program design and strategy development experience, supervision of staff, budget management, as well as solid understanding of program resource needs for effective monitoring and evaluation is essential. S/He must demonstrate effective verbal and written communication skills, and familiarity with new communication technologies and social media. Fluency in English and one other U.N. language, preferably French as well as extensive international Human Rights experience in one or more developing countries is preferred.

On the Job! Max Planck Group Leader in Bogotá, Colombia (deadline May 15)

The Max Planck Institute for Comparative Public Law and International Law (Heidelberg) and Universidad de los Andes (Bogotá, Colombia) are looking to hire a Principal Investigator to lead a newly established Max Planck Tandem Group in Transformations of Public Law. Other than research, responsibilities include supervision of two doctoral students at Universidad de Los Andes. There is no mandatory teaching load.

The Group will be located in Bogotá, and the Leader will be expected to reside in that city. The initiative will provide funding for at least one extended research stay per year of the Group at the Max Planck Institute for Comparative Public Law and International Law. ORGANISATIONAL SETTING

The Residual Special Court for Sierra Leone (RSCSL) is the successor Institution to the Special Court for Sierra Leone (SCSL) with the responsibility for discharging the judicial, legal and administrative obligations that remain after the closure of the SCSL.

DUTIES AND RESPONSIBILITIES:

Under the direct supervision of the Registrar, and within limits of delegated authority, the Legal Officer will carry out the following functions:

  • Provide legal advice on matters relating to the exercise of the functions of the Registrar including (a) matters relating to suspects, accused and convicted persons; (b) matters relating to RSCSL proceedings (c) matters relating to witnesses and victims; (d) matters relating to host countries, other governments, non-governmental organizations, and international organizations; (e) matters relating to the press and public and (f) matters relating to agreements and contracts to which the Residual Special Court is a party.
  • Provide assistance with negotiations and drafting of bilateral agreements between the Residual Special Court and other entities.
  • Provide assistance with drafting and reviewing of amendments to the Rules of Procedure and Evidence, the Rules of Detention, Practice Directions and other legal instruments applicable to the Residual Special Court for Sierra Leone.
  • Draft written submissions and assist with the preparation of oral submissions before the RSCSL on matters relating to the Registrar’s functions.
  • Conduct research and draft legal and other correspondence and memoranda.
  • Monitor motions submitted by the parties, and decisions, orders and judgments rendered by the RSCSL

    in judicial or other proceedings before the Court.

  • Perform other duties as assigned by the Registrar.

The Center strives to advance access to justice for children and families, through advocating for law reform and supporting court and legal practice improvement. JOB SUMMARY:

The position is responsible for the leadership and management of the Center. RESPONSIBILITIES:

  • Support and strengthen fund raising initiatives, including for including grants, contracts, sponsorship and donations
  • Represent the Center at meetings and conferences, and collaborate with other organizations in the child welfare field, both governmental and non-governmental
  • Make substantive presentations at judicial and legal trainings and programs of allied professionals
  • Work to ensure grant funded activities achieve their goals and objectives and within budget and programmatic guidelines and authorities
  • Keep up to date on substantive law and policy developments related to children
  • Assist in development of law-related policies and best practices, many for consideration by the ABA House of Delegates to become ABA supported policies
  • Advocate, as appropriate, through training, writing, speaking, and providing technical assistance, for these policy reforms and best practices
  • Undertake publishable legal writing, especially on emerging child law-related issues
  • Integrate Center programs and activities within the larger ABA structure and networks
  • Liaise with other ABA departments, both substantive and administrative such as Human Resources, Financial Services, and General Counsel as well as ABA sections, divisions, and committees/commissions
  • Lead strategic planning and visioning for the Center’s future

    QUALIFICATIONS:

  • Possession of a JD degree from an accredited law school and admission to the bar in at least one jurisdiction
  • At least ten (10) years’ experience in the field of child law related matters, especially child welfare
  • Experience in resource development and fund raising, program conception and supervision, project budgeting, personnel management , law and policy research and analysis, and legal training
  • Strong communication, public speaking, and organizational skills, ability to exercise independent judgment, and ability to work well with a variety of constituencies
  • Experience in a not-for-profit or volunteer member setting desirable
